Org. Setting and Reporting

This position is located in the Regional Office for West and Central Africa (ROSEN), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC), with duty station in Dakar, Senegal.
The Human Resources Assistant will work under the overall guidance of the UNODC Regional Representative, ROSEN, and the direct supervision of the UNODC Operations Officer and HR Focal Point.

Responsibilities

Within assigned authority, the incumbent will perform the following specific duties:

Recruitment and placement

  • Process applications for vacancies, including preparing and maintaining case files for candidates, ensuring and monitoring the transfer of files of candidates between offices, arranging for interviews, and entering data on candidates into the automated roster.
  • Assist in the filling of posts, including initiating and following-up on reference checks and academic verifications, ensuring the completion of the pre-recruitment formalities, calculating salaries and related benefits, and preparing and dispatching offers of appointment and Statement of Emoluments.
  • Assist in the evaluation and screening of applications of candidates for secretarial, clerical and related categories positions.
  • Maintain vacancy announcement files and tracks status of vacancy announcements.
  • Coordinate with Executive Offices and selected candidates on travel arrangements, visa matters and shipment of personal effects.
  • Prepare agenda and provides relevant documentation required for recruitment related meetings.
  • Prepare personnel actions.
  • Advise staff on visa matters.

Classification

  • Assist in reviewing and processing requests for classification.
  • Provide advice and answer general queries on classification procedures and processes.

General

  • Provide general office support services; draft and/or process a variety of correspondence and other communications.
  • Set up and maintains reference files/records (electronic and paper).
  • Schedule appointments/meetings, monitors deadlines, etc.
  • Undertake research on a range of HR related issues and assist in the preparation of notes/reports.
  • Maintain automated database containing HR related statistics and prepare periodic reports.
  • Assist in the preparation of necessary documentation for distribution to various offices, departments and overseas offices.
  • Perform a variety of administrative duties (e.g. leave recording, request for office supplies and equipment, etc.).
  • May provide guidance/training to less experienced staff.
  • Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
  • Assist with visualizations and updating information material such as web pages or brochures.
  • Perform other work-related duties as required.

Education

High school diploma or equivalent is required.

Work Experience

  • A minimum of five years of experience in human resources management, administrative services or related area is required. The minimum years of relevant experience is reduced to three for candidates who possess a first-level university degree or higher.
  • Work experience within the United Nations system or similar international organizations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French, is required. Knowledge of another United Nations official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
